The primary focus is to build a framework for Iraq’s economic transformation and integration into the regional and global economy. However, it is recognized that good governance and resolution of security and political challenges are pre-requisites for progress in all other areas, including economic revival and normalization.

ICI Annual Review 2007-8
The Government of Iraq presents its First Annual Review of the International Compact with Iraq, since the launch of the Compact at Sharm el-Sheikh in May 2007. The Review details the Government's achievements and progress against the Compact benchmarks during 2007-8. The report also proposes a Partnership for Development with the international community, aimed at supporting Iraq's integration with the regional and global economy.
The Annual Review was produced by the Government of Iraq with input from the international community and support of the United Nations. The document will be the basis for discussions at the High-Level ICI Annual Review Conference hosted by the Government of Sweden in Stockholm on 29 May 2008.
