Financial Information Systems The Development Assistance Database (DAD) will serve as a record of the international community’s commitments under the Compact. The Thematic Working Groups are at the heart of the Compact implementation process. It is envisaged that they will develop the strategies and plans to achieve the benchmarks set out in the ICI Joint Monitoring Matrix. They will be led by the Government of Iraq with systematized donor and international support. Consequently, the thematic working groups will more clearly delineate the coordination of international assistance and focus Government and joint Government-international plans to meet their goals, as set out in the Compact. The Thematic Working Groups, as their title indicates, address each of the substantive areas under the ICI: Governance, Economic Reform, Security, Energy and Social Services. Within these thematic sectors, sub-working groups will contribute on specific functional issues as determined by priority.
NB. Outlined below are generic terms of reference for each major forum type. These include government, donor-donor and government-donor working groups. In practice, the terms of reference will be tailored to the needs and composition of the working groups. Documents listed serve only as a general introduction to their general role, functions and prospective membership.
