Preparatory Process
The preparatory process for the International Compact
with Iraq began in June 2006 as a result of a request
from Prime Minister Nouri al-Maliki for United Nations
support in developing the initiative with the Government
of Iraq.
UN Secretary-General Kofi Annan designated Deputy
Secretary-General Mark Malloch Brown as his focal point
for the Compact in conjunction with his Special
Representative to Iraq, Ambassador Ashraf Qazi.
In Iraq, the initiative was led by Deputy Prime
Minister Dr. Barham Saleh together with the key
Ministries of Foreign Affairs, Planning and Development
Coordination, Finance and the Office of the National
Security Advisor.
A Preparatory Group of states and multilateral
institutions engendered high-level political support to
the preparatory process. This process was managed by an
Executive Committee co-chaired by the Government of Iraq
and the United Nations. A Technical Committee, chaired
by the World Bank, provided primary technical assistance
to development of the Compact.
A broad consultative and technical process was led by
the Government and UN co-chairs in Baghdad. Working
closely with Government of Iraq ministries, the World
Bank, UN Agencies and donor countries, the Compact was
brought from an initial statement of principles to a
full medium-term action plan based on a shared vision
and mutual commitments to realize that vision.
A series of international conferences held in Abu
Dhabi. Baghdad and Kuwait provided donor countries with
the opportunity to discuss the Compact at ministerial
level. The preparatory process culminated in the launch
of the Compact in Sharm al-Sheikh, Egypt, on 3 May 2007.
